I am suddenly concerned that it is now too late for me to start saving up for the university tuition fees and general funding of children that I don't actually even have yet.

You're planning on emigrating to the US?
Your kids do well, they get a loan at better than free interest rates to pay for fees and living costs, they graduate, if they never earn enough to hit threshold, the money's written off.

I don't like it, but you don't need any up front money. I'll never pay off my loan as things stand, and that bothers me not in the slightest.
